Tab Preferences

> Customization > Preferences > Tab Preferences

For each role, select which tabs are displayed, by default, and specify their order. (Users can change those settings in their Personal Settings, under Application Tabs.)

After you set the user preferences, it overwrites any other configuration that is set on the application tab .
